They say we only remember Santa Barbara when it thunders. This was evident in Spain, as in almost all countries, when, at the beginning of the COVID pandemic, governments could not have adequate data to understand the situation and make better-informed decisions. Several months had to pass before the authorities began to have systems that provided them with the data, in the appropriate form and time.
